Promoting Oil and Gas Transit Transparency in Georgia, Bulgaria, Ukraine and Turkey
Project title: "Promoting Oil and Gas Transit Transparency in Georgia, Bulgaria, Ukraine and Turkey" Year: 2011 -2012 Project outline: The project is being implemented by OSGF Human Rights and Good Governance Program. Project goal is to promote transparency of state budget revenues from oil and gas transit in Georgia, Bulgaria, Ukraine and Turkey. Principal objective of the project is to elaborate a report highlighting the situation regarding transparency in the sphere of hydrocarbon transit in the above quoted 4 countries. In addition to the report the governments and hydrocarbon companies will get a package of recommendations on what measures should be taken to raise level of transparency of that sector. OSGF formed a working group consisting of invited experts from the mentioned 4 countries; conducted a working meeting in Tbilisi where all the experts took part. Resultant to the meeting, group members slated future activities to be carried out, formed an action plan, agreed upon a structure, methodology and other issues of the joint report. At present, working group members are elaborating the joint four-country report focusing on revealing how transparent is the information/data on state budget revenues collected from the transit of oil and gas. The report is supposed to be presented at the conference that will be organized by OSGF in Brussels in 2012. Before its presentation, the project working group will conduct an advocacy campaign in Brussels EU relevant agencies. |
